IMPETUS carries international experience in the area of transport and traffic
engineering, with a specialization in traffic modeling, “due diligence”, working
with the sponsor (investor) or the banks to review the ‘due diligence’ approach
and provides certification for the results in all cases.
The company specializes in all transport, traffic related problems in
metropolitan areas, cities, municipalities, and others, in relation to the
traffic congestion, to the public transport, to the parking issues, the
environmental impacts, the safety of vehicles and pedestrians, and many other
related issues.
Impetus has been involved in many projects, through its specific department, in
relation to the PPP – Public Private Partnership, translated into concession
projects.
Modeling techniques, working with state-of-the-art hardware and software,
updated every year, has provided Impetus a competitive edge in the European
market. Software such as TRANSCAD v4.8 (large scale modeling), TSIS v5.0
(simulation techniques in smaller scale), Transyt 7F, HCS 2000 (latest edition),
HCM Cinema, HUTSIM (Helsinki University traffic SIMulator) and others constitute
an antagonistic environment for our clients (private and public).
Banks due diligence
IMPETUS has been working since 1993-1994 with either the sponsor
(concessionaire) or the banks that provide to the sponsor their financial
support. Therefore, IMPETUS is well known to the various banks in Europe, where
it was very much appreciated when IMPETUS stood up (against most of the
consultants involved in the traffic forecasting and toll policies of Attiki Odos
and sometimes the Greek Ministry of Public Works – YPEXODE), with a specific
approach on toll policy and forecasted traffic levels. IMPETUS, as the main
traffic consultant of “Attiki Odos, SA”, has forecasted more than 250.000
vehicles per day-vpd (in certain scenarios this number was overcoming the
300.000 vpd), and the financial model of the banks has constituted 160.000 vpd
for 22 years of concession. Finally, after the opening of the road and the
finalization of the ramp up period, the traffic volumes in the Attiki Odos
roadway was extremely close (if not the same) to the numbers of IMPETUS, which
is extremely unusual for this type of macro-modeling techniques available to the
scientific community today. IMPETUS has been working (since 1981-1991 in USA and
from 1991-today in Europe, USA, GCC countries, Balkan countries, Russia, etc),
with the internationally state-of-the-art traffic models, i.e., TRANSCAD from
Caliper, TSIS from FHWA, HCS 2000 from FHWA, Dynasmat-P and Dynamit beta version
models which are tested with the support of FHWA and MIT (USA), etc. With these
powerful tools, IMPETUS team has been able to analyze the dynamic conditions of
a metropolitan area, such as Athens, Thessaloniki, Moscow, Abu Dhabi, Tirana,
etc.
Of course, modeling on the highways, which the Greek Government is posting for
concession, is much easier compared to the dynamic and stochastic processes and
modeling needed for urban and sub-urban areas. The capabilities of IMPETUS range
on all types and modes of transport, providing our services to the
concessionaire (sponsor) and/or to the banks associated with the project.
Our traffic models and toll policy processes have been audited from various
international organizations (i.e., Halcrow), and our company has been accepted
from top rated international banks such as HSBC, Bank of Ireland, HVB, Bank
National de Paris, Paribas, Eurobank, Alpha Bank, Bank of Piraeus, etc. This
cooperation has been established in the last 17 years (since 1993), and it is
still operating very successfully.
